Every year thousands of service members execute a PCS move to California between Labor Day and the holidays, and the mix of tight carrier inventory, expensive housing markets, and DMV rules that do not wait around makes early planning the difference between a smooth arrival and a two-week hotel bill on your own dime.
This guide is built for service members and families with a Report No Later Than Date (RDD) at Travis AFB, NAS Lemoore, or Camp Pendleton, plus secondary duty stations like NAS Fallon, Beale AFB, and Vandenberg SFB. Why fall PCS orders to California are a tighter squeeze than you think
The peak PCS season officially runs May through August, but the shoulder window from September through December has quietly become just as competitive on the receiving end. Housing that opened up during summer turnover is already leased. Base housing wait lists that were manageable in June are stacked deep by October. And the carriers your Transportation Management Office (TMO) works with are still catching up on summer backlogs while trying to schedule around holiday crews.
Add in California-specific factors, wildfire smoke closures on I-5 and Highway 99, atmospheric river storms in November and December, and the state’s cost-of-living reality, and a fall PCS move to California needs the same 60-day runway a summer move gets, if not more.
Working backwards from your Report Date (RDD)
Your report date is fixed. Everything else flexes around it. Here is how to sequence the countdown so you are not scrambling in week two.
RDD minus 60 days: get your entitlements straight
As soon as you have hard-copy orders, log into move.mil and start your application. This is when you decide between a HHG (household goods) move managed by JPPSO, a full personally procured move (PPM/DITY), or a partial PPM. RDD minus 45 days: lock the pack-out and lodging
Book your pack and load dates through the Defense Personal Property System (DPS). If TMO comes back with dates you cannot work with, and in the fall they often will, that is your signal to seriously consider a PPM instead. Also reserve TLE and TLA lodging at both ends now. On-base and preferred contract lodging near Travis, Lemoore, and Pendleton fills up fast in October.
RDD minus 30 days: housing, schools, medical
Submit your base housing application if you have not already, and start off-base house hunting in parallel. Do not assume base housing will come through in time. Transfer school records, initiate your TRICARE region change to TRICARE West, and pull utility deposit funds together. If you are bringing pets, verify California’s rabies and health certificate requirements this week, not the day before you leave.
RDD minus 14 days: weigh, drive, and paperwork
If you are going PPM, this is when weight tickets become non-negotiable. You need a certified empty weight and a full weight on the same scale, with your name and orders on both. Report day: sign in, then breathe
Sign in with the gaining command first, even if your household goods have not arrived yet. The clock starts on entitlements the moment you report. Everything else can be sorted after.
The California bases we serve most often
Travis AFB (Fairfield)
Travis sits in Solano County, about 50 miles northeast of San Francisco and just west of Sacramento. It is a major air mobility hub with C-5s, C-17s, and KC-10s, and inbound families arrive year-round from Ramstein, Yokota, Hickam, and CONUS bases. Fairfield, Vacaville, Suisun City, and Dixon are the main off-base neighborhoods, with commuters stretching down toward the cities near Stockton for more affordable inventory. Base housing is managed by a privatized partner. Expect a wait list on 3-bedroom units in October and November.
NAS Lemoore
NAS Lemoore is the Navy’s master jet base for the Pacific Fleet. Every operational F/A-18 and F-35C squadron on the West Coast is homeported here. It sits in Kings County, southwest of Fresno, and the drive to any major California metro is at least an hour. That geography is exactly why SouthBay Moving handles so many Lemoore families. Camp Pendleton

Housing here is the tightest of the three: Oceanside, Vista, Fallbrook, and Temecula are the main markets, and off-base rent in North County San Diego is among the highest in California. Fall inbound families should have a housing plan in place before the first weekend of house hunting because inventory turns over fast.
Secondary duty stations we cover

TMO/JPPSO scheduling reality versus going PPM
TMO’s job is to move you at government cost. Their leverage is limited. They book from a rotating pool of approved carriers, and in the fall window the carriers with real capacity are often the ones you do not want. If you have PCS’d before, you already know the drill. Dates get pushed, crews show up short-handed, and delivery windows stretch two to three weeks.
A personally procured move puts you in control of the calendar and the crew. You get reimbursed at 100% of what the government would have paid a contracted carrier (the GCC rate), and any savings show up as taxable income in your pocket. Weight allowances and what fall pricing really looks like
Your PCS weight allowance depends on rank and dependency status. A few benchmarks so you know where you stand:
- E-4 with dependents: 7,000 lbs
- E-6 with dependents: 9,000 lbs
- E-8 with dependents: 13,000 lbs
- O-3 with dependents: 13,000 lbs
- O-5 with dependents: 17,500 lbs
Go over your allowance and you eat the overage at commercial rates, which in the fall California market run roughly $0.75 to $1.10 per pound. That adds up fast. Do a real pre-move purge. Cost-of-living shock: budget before you sign a lease
If your last duty station was Fort Cavazos, Fort Campbell, or anywhere in the Southeast, California will hit hard. BAH rates are higher here, but so is everything else: groceries, gas, vehicle registration, and rent. Fairfield and Lemoore are comparatively reasonable by California standards. Oceanside and North County San Diego are not.

Base housing waits versus going off-base
Fall wait lists are the worst of the year. If base housing offers you a unit, take it. Trading up later is easier than starting over from the bottom of the list. If the wait is 60+ days on your bedroom count, start the off-base search immediately. Landlords near military bases understand PCS timing; many will hold a lease for a small deposit if you have orders in hand.
DMV timing: California license and vehicle registration
California requires new residents to get a state driver’s license within 10 days of establishing residency, and vehicles must be registered within 20 days. Active-duty service members and their dependents get an exemption, meaning you can keep your home-of-record state’s license and registration for the duration of your orders in California.
